Anthropic’s safety bill would let Washington stop a model only after 50 deaths
“The AI lab’s own bill: you can kill 49 people. 50 is when we call a judge.”
The Story
Anthropic has been quietly pitching Congress a draft bill that would let the government halt a frontier model only for a foreseeable, imminent risk of >50 deaths/serious injuries or >$1 billion damage, limited to bio-weapons, control evasion, or cyberattack. Independent evaluators (possibly paid by labs) would flag it; only Commerce could ask a DC judge to block. Anthropic later said it would revise preemption language after backlash.
Why It Matters
The company writing the law that says 49 is fine. Institutions, law, and the darkly funny threshold of catastrophe.
