NYC wants a kill switch on every AI sold in the city — and cash for snitches

The Story
Council Speaker Julie Menin unveiled a 10-bill package requiring third-party validation and a human kill switch on AI systems marketed or deployed in New York City, plus $25,000-per-instance fines, 24-hour incident reporting, and whistleblower bounties paid from those fines. Altman, Amodei, Pichai, Musk, and Zuckerberg were invited to a rare Oct. 5 Committee of the Whole; sources say they are unlikely to show, and subpoena power is on the table.
Why It Matters
California already ordered a kill switch nobody can find. New York is trying to put a red button on every product in the five boroughs and pay interns to rat out the companies. City Hall vs. the labs is a better movie than another federal memo.
